To promote this linkage, the acticle goes to a deep analysis of benefits for two sides, mechanism of linkage and conditions for a success. The benefits are a cost-saving thanks to an access to needed human resource for the busineses on the one hand and a final framework of requested skills as well as an assisstance in financial resource for schools. Mechanism of linkage is start from bussinesses with an identification of skill package and then school will work with business to define training technology and other training inputs. However, for a sucessful linkage attentions should be paid to leaderships, development strategy, supporting policies and an efficient co-working group by two sides.)

  • Authors: Lê Hồng, Nhật;  Co-Author: 2009 (The financial crisis happened recently in the US is unprecedented in term of destructive force and deep impacts on the Global system, financially and economically. This paper attempts to set light on the roots of the crisis and emphasizes on a need to monitor the financial system against the risk of instability and false expectations or bubbles due to inadequate regulations and regulatory structures. The policy implication is that we cannot have a well-performing modern economy without a good financial system, which is regulated by a well-designed monitoring mechanism and transparency. The study includes four main parts: firstly, part 1 reviews some schools of thought of financial crisis; part 2 outlines main events leading to the financial crisis in the US, dated back to the end of the presidency of Clinton; part 3 provides an analytical view to rethink the chain of events leading to the crisis; finally, the recent financial crisis hence provides a lesson on deregulation process in emerging economies. In particular, it emphasizes on the need to build a good financial system and good institutions, good rules for a well-performing economy. It is not simply to tear down the old institutions, such as soft-budget constraint, that are preventing innovation anddevelopment.Obviously, this lesson can well apply for Vietnam.)

For the public service sector, the article emphasizes experiences on training and using talents, expecially, young ones in Singapore; experiences on building a scientific process in finding, evaluating and recruiting talents in South Korea and the flexibility in recruiting talents and arranging works for them in China. For the business area, the article analyzes experiences on attracting talents from other countries by giving a privileged treatment associated to higher education and works in Singapore and experiences on attracting Chinesse talents in China. Secondly, to put forward five suggestions for Vietnam, a country which is involved in improving its economical position by stepping up the process of industrialization and modernization, and approaching Knowledge Economy. Arccoding to those suggestions, some keep abreast with the national stratery, some are suitable to ministry and regional levels.)

  • Authors: Trần Quang, Tuyến;  Co-Author: 2009 (During the past decades, Vietnam has been transiting to an oriented socialist market economy with its core content aiming at economic freedom expansion. This process has been profoundly influencing almost socio-economic fileds in this country. The following article concentrates on criteria related to economic freedom and asserts that economic freedom is the main criterion to evaluate the development of the market economy. Although EC (European Committee) and The United State of America have so far given some criteria to assess the market economy, these standards are generally qualitative and difficult to measure. Therefore, started from the nature of the market economy is business, exchange, labor freedom, or concisely saying, is economic freedom and in short, it is “economic freedom”. The author analyzed the transitional process of Vietnam economy, which had been seen as the expanding of economic freedom level in the last two decades. The article pointed out the positive effects of economic freedom on economic prosperity, jobs, and monetary stabilizing in a many nations and analyzed the economic freedom expansion and economic transition in Vietnam.)
