In comparsion with other captials that the private sector may access to, banking credits with their own advantages have been playing an important role in developing countries. Besides, the article analysed the detail causes inhibiting the accessible ability of private sector in developing countries and the Author also pointed out obstacles steming from the policy climate in general as well as the credit one in particular. Thus, solutions which enhance the accessible ability to bank loans should be concentrated on state owned enterprises reform and openess for banking system. Furthermore, solutions should aim at facilitating the credit environment through mechanism of transparancy information deliveries, and reforming land policies and administrative procedures, etc.)
