Law on striking actions is not only to defend the labourers, to stabilize and to develop the socio-economic in general but also to legal sciences in particular. Based on the norm: State controls the society by law (Article 12, Vietnamese Constitution 1992), building a perfectly, unitedly legal system suitable to political situation and socio-economic conditions of the country is extremely necessary.
